You guys must be good luck, I've spent a good three weeks with this issue, and probably a good 24+ hours straight trying to fix this. From seeing everyone else having this problem, and finding out as well that it works on Windows 10, I knew it had to be a driver problem. Specifically with either the USB 3.1 Extensible Host Controller/Hub or the Realtek USB Ethernet driver itself.

Edit: Seeing my also improved audio on the WD15 Dock, this Ethernet issue may ONLY be caused by faulty USB 3.1 Extensible Host Controller/Hub driver being handed out on the 5510 support page. I would start with the link immediately below and see if that resolves everything.

- I patched the boot.wim and install.wim to include USB 3 drivers with Dism.exe
- Formatted USB drive FAT32.. (required for UEFI) and marked active
- Copied Windows 7 install to USB
- Renamed bootmgfw.efi (from install.wim) to bootx64.efi and placed in USB installer: /efi/boot (so drive will boot UEFI)
- Installed Windows 7 Pro on Samsung 950 NVMe SSD (After browsing USB for Samsung NVMe drivers I found on internet)
- Flashed Bios (previously)
- Install MS .NET 4.0 and 4.5.
- Install Chipset
- Install USB 3.0 Controller/Hub
- Install USB 3.1 Controller/Hub FROM LINK ABOVE, DO NOT USE DELL 5510 SUPPORT
- After restarting, I started getting a phantom CD Drive, which I had never seen before in any of my other installs, with Realtek Gigabit USB drivers, which I copied but did not use. (Drive went away after Ethernet Driver install)

- Install Thunderbolt Firmware (Do this even if you've done it before, it installed some driver too)

- Restart to detect USB-C Ethernet dongle
- Install USB Audio for Dell Dock
At this point you can test your Ethernet, even with the 6-10 missing drivers, I had stable Ethernet. I was doing a local transfer to test and could crash it in less than a minute. With the drivers from Realtek and from the random Dell Support page, I downloaded 170 GB (~45 minutes I believe) from on laptop to the other, successfully! I was getting anywhere from 70-100mbps, but I was maxing out my HD on old computer.
I've also been running the WD15 dock, and its very solid now. Tested Ethernet with a local 90 GB transfer @ 80mbps. I am also running a extended display 32' monitor from the dock at 2560x1440 via Mini-DP. Ethernet is working great now. Also I was having even more problems with the audio on the dock, those issues are gone too. I assume the Windows 7 USB 3.1 drivers Dell is handing out on the Precision 5510 support page are bogus.

Edited Jul 27, 2016 at 18:03 UTCMy Yoga 2 Pro running Windows 8.1 has given me issues with every external msata enclosure I've used. As I understand it, external msata enclosures have 2 controllers in them, separate 3.0 and 2.0 to maintain backwards compatibility.
My external SSD has been working at full 3.0 speed for a while, however, recently it's capped to almost exactly 40MBps, so its stuck using 2.0 speed on a 3.0 port. Try the drive on any other PC with 3.0 and I get full speed of ~400MBps. Other USB 3.0 devices still work at full speed on the port in the Y2P, it's just the msata enclosure.
So I'm thinking its a corrupt driver. But why does it keep happening? Is the voltage of the port off by ~1mV leading to issues? Is it crappy controllers in the enclosure (AS2115 in this case)? This is the second enclosure this has happened to. So far all signs point to the Y2P being the source of the issue, not the enclosure.
How can I delete the device driver so that when I plug it in, Windows is 'seeing' it for the first time and reloads the driver? Also, why does this keep happening??
edit: yes this is somewhat related to my other thread about a linux installation on an external ssd running on bare metal.. the ssd isn't cooperating with my lenovo
